Since the levees broke the residents of the Lower 9 have been told that the state of their propertie was far worse than everyone elses in N. Orleans, and have been fighting to rebuild their community, fighting the city of New Orleans all the way to do so.

I personally believe that this information was know for atleast a number of months by the Powers that be in New Orleans. However, they have been slow to accomadate the residents of the Lower 9 for two key reasons.

1. The prevention of a large number of African Americans and poor people returning to New Orleans to reclaim their property. If the residents do not come back it will change the political landscape of New Orleans.
2. The home owners in the Lower 9 before Katrina were recieving offers to buy their land often. It would be prime real estate for Commerical buildings. As soon as people began to return to New Orleans the signs went up all over New Orleasn but especially in the Lower 9 of offers to buy their homes.

It think if the government had stayed out of the way, it would have already been rebuilt.
