well, if you have the skills and tools and materials, anything can be done. But if you don't, I don't think you should try this. Especially not the kerosene idea. You might wind up with a bomb, or a Molatov Cocktail.
I would try the fuel pellets or dried corn idea first. you will need a firebox, either cast or heavy steel, a way to control the incoming air, and a way to vent the exhaust gasses. You will also need some method for feeding in the fuel pellets, either by gravity or a powered auger system. this needs a way to control it too. Find plans on-line, look at functioning ones, find out all you can. You will be dealing with fire in any case, so be damn careful about what you do, where you put it, and how you vent it.
you might want to use the double pipe that uses the center pipe to vent the exhaust and the outside one to draw incoming air, so you are not taking air from the area you are heating. If you cannot weld, and have access to welders and such, forget it, go buy one.
it is probably cheaper and easier to buy one anyway. if you do decide to make one, there are ways to extract the most heat out of it possible. if you do not use some of those ways, you will be burning a lot of fuel for very little heat. they get too detailed to go into here.
