You don't need ANY light to evaporate water. All you need is very dry air above the water. Once the air above the water becomes saturated (i.e., 100% relative humidity), the water will cease evaporating.

If you have the water in a sealed jar with air space above the water, it will evaporate only until the air in the jar is saturated with water and then the water level will remain constant.

No but water will evaporate at night. Sunlight helps to evaporate water by heating the water and the air but water and even ice will evaporate if the air is not saturated.
