most houses need to be completely demolished and rebuilt. there is still a need for houses but a lot of people dont have the funds. not everyone got money from insurance companies and a lot of people have just moved away.

it got flooded recently
I would look into that first
then I would see what the demand is for housing.
And what the trend is likely to be.
Maybe some flood insurance if you do.
