Technically, the difference is that the lecture topic in a colloquium is more general, while in a seminar, the topic is more specialized.

But at some universities, I have witnessed circumstances wherein the two terms are used with less attention to this technical difference.

There may not be any difference, this is very much institution dependent. You may need to give us some additional context to get a more case-specific response.

One way in which they may differ (but may not) is that one (either) could refer to a course for which students get credits, while the other may refer to the departmental colloquium or seminar that is open to all students and faculty and where people give talks about ongoing work on a regular basis (every week or every two weeks).
