Well, you should get a Core Duo machine with 512mb RAM and 120 gig Hard Drive, for that much. Processor speed- around 1.9 GHz, with a DVD drive for way under 1000.
But if you want to spend a bit more than 1000, there are pretty good Dells, HPs and Acers, with 250 -500 gig RAM, 512/1gig RAM (If not 1 gig, upgrade after buying it), 2.4 GHz Intel Core 2 Duo processor and DVD drive. I would recommend this if you could get it from Acer or HP. Dell is ok, but not recommended that strongly. This should be your first choice and costs around 1100-1200 US Dollars.
But, if you want to go for something cheaper, for 500 bucks, you can get the cheapest computer, 80 gig Hard drive, 124 MB RAM, 1.5 something processor, and no video card.
Dont worry about the brand, just be careful about the warranty and all,...
Hope this helped. Ten points please! LOL! ;)
Anyway,
best of luck and happy computing.

Dell is good computor, be careful about warrenty, they change them in midstream, their tech people mostly foreign and can't understand them anyway. Every time I called them during warrenty I was told I had pay more because the rates had changed and I had already paid for a full 3 yr warrenty..but the computor itself has been good.

Acer, Dell, HP, they're all good. look for the one with the features you want and the best warranty. You may want to check which one has the most upgradable board and most free software-etc.
