It's the third part of our government, the Executive branch.
The other two are the Legislative (Congress) and the Judicial (Supreme Court).
Each one has the power to override the decisions of the other (long description of what they have to do to do it) and so the Checks and Balances of our government hopefully don't let power reside in one branch.

You have to have all three for US Govt. to work and one can never have more power than the other which Bush has tried to do since the war on terror started.

I guess because there has to be someone in charge or it would be total chaos. However, I think it should be that the president cannot do things on his own.. just because he says so.... he should always be answerable to the congress.. always.
