Ozone (O3) is a triatomic molecule, consisting of three oxygen atoms. It is an allotrope of oxygen that is much less stable than the diatomic species O2.Undiluted ozone is a pale blue gas at standard temperature and pressure; it forms a dark blue liquid below −112 °C and a violet-black solid below −193 °C .At concentrations found in the atmosphere it is colorless .The highest levels of ozone in the atmosphere are in the stratosphere, in a region also known as the ozone layer between about 10 km and 50 km above the surface. Here it filters out the shorter wavelengths (less than 320 nm) of ultraviolet light (270 to 400 nm) from the Sun that would be harmful to most forms of life in large doses.
When an oxygen molecule receive a photon (h v), it dissociates into monoatomic (reactive) atoms. These atoms attack an oxygen molecule to form ozone, O3.
O2 + h v → O + O (radiation < 240 nm)
O2 + O → O3
The last reaction requires a third molecule to take away the energy associated with the free radical O and O2, and the reaction can be represented by
O2 + O + M →O3 + M*
The over all reaction between oxygen and ozone formation is:
3 O2 → 2 O3

In the laboratory O3,or Ozone can be produced by electrolysis using a 9 volt battery, a pencil graphite rod cathode, a platinum wire anode and a 3M sulphuric acid electrolyte.[25] The half cell reactions taking place are:
3 H2O â O3 + 6 H+ + 6 eâ ÎEo = â 1.53 V
6 H+ + 6 eâ â 3 H2 ÎEo = 0 V
2 H2O â O2 + 4 H+ + 4 eâ ÎEo = â1. 23 V
So that in the net reaction three equivalents of water are converted into one equivalent of Ozone and three equivalents of Hydrogen. Oxygen formation is a competing reaction.

You can get a clue from the fact that ozone can be detected near electric motors. To convert molecular oxygen (O2) into ozone just requires energy, and that energy (in nature) is ultraviolet light from the sun. O2 absorbs UV energy and becomes ozone by accepting an oxygen atom (I think the UV actually splits the O2 into two oxygens and then an O2 accepts the free oxygen atom). In any event it is the absorbtion of the UV energy that is important..that's why the Ozone layer protects us from a lot of UV light...it's energy is used up by the process.
By the way the word Ozone means "I smell", and it is the sweetish odor of ozone you can smell near the electric motors.
