There a visual, a bunch of 80 year a**holes sitting around a monitor in the middle of a bank of servers. What's the matter, somebody set a boundary for you? Usually the line is pretty clear, and whether or not you get it, it is there for a reason.

No, even though it's a forum, there are still rules. They need to enforce these rules and make sure no one is offended or violated.
Thus, some questions are deleted - due to the volume of questions asked, some will get by!
Overall its a great program and if you have irreconsilable differences, you can always leave.
