I guess I'm one of those lucky guys to have the whole basement to myself, accept in Canada, winters are horribly cold, and my basement is FREEZING Cold.. The problem is there is only 1 vent coming to my room from the furnace.
My Question - Short of running another vent from the furnace, is there anyway I can increase the output of heat/air?
(I don't want to get a space-heater, too expensive on electricity)... Any other options?

they make a fan that goes in the duct for your vent. It will help pull more air through your vent. it wires in with the blower motor. they are fairly inexpensive and work well.

The problem isn't the heat. You can install as many vents as you want and it will still feel cool..
YOU NEED TO INSTALL A COLD AIR RETURN. Just tap into the one that goes to the furnace. It will remove all the cold air (Floor level) and even without adding heat vents it will seem a lot warmer.
Unfortunately I forgot to this when I finished my basement and I had to do do it after. Even with a fireplace downstairs it still felt cold, the COLD AIR RETURN IS THE KEY. You have them now on the ground and most probably the upstairs which but the way acts in reverse in the summer it removes heat from the upstairs (as heat rises)

If the basement is large you need to increase BTU delivery. Best way is to add another duct pipe from the main trunk or the warm air plenum on the furnace. Even that may not be enough if you are heating the entire space. You failed to say how big the room is that you want to condition.
Adding a booster fan to a heat run sometimes works, but it involves electrical wiring, electrical controls, and it may be noisy. Also, the fans don't normally last long because they are in a high heat stream of air.
Suggest you get a knowledgable person to give it an assessment.

Add a cold air return and cut another heat vent into the main trunk line. Do not cut into the end of the trunk line but perhaps in the center. You can purchase a register from a big box store and install it in the new hole.
If you dont know how to add a return air, locate a HVAC company for assistance.

you will have to take heat from somewhere else or up the thermostat in your basement ...ie if you close down some outlets upstairs so that the vents are smaller but still slightly open .up the out put on the boiler. more heat all round but the closing of the vents upstairs means still same heat output there and the surplus heat goes to your wide open vent.

Restrict some of the air flow from other vents in the house by closing them some and make sure yours is fully open. You can also change the type of vent to a directional one and turn it towards you.

Wait till nobody is at home then sneak upstairs from your dungeon and block off 2 or 3 of the heater vents but leave no trace that you entered lords living space.

Cut a cold air return in the basement...cool air will be pulled out and replaced with warm air
