WEARING MAKEUP---I was 12ish, and I wore more then than I do now. I think that should be a maturity thing.
HIGHLIGHTS---I'd say older, like 16-17. who needs it?
DYING YOUR HAIR---once again I'm pretty much opposed to this; when you're a kid you're supposed to grow into your body and be comfortable, you don't learn anything by changing it.
GOING OUT---depends. if it's just a hold-hands-in-the-hallway thing 13 or 14, but serious relationships depend on maturity. when you're 15 you can be in a serious relationship as long as you know your boundaries and aren't immature about it.
SHOPPING AT THE MALL BY YOURSELF---I wouldn't reccommend that for girls or women at any age with the sickos out there today, but like if you're with your mom and you want to go to different stores or something just keep your cell on and you should be fine after like age 13. This is another maturity thing.
TEXT MESSAGING---Whenever you get a cell phone. I'm 16 and got my phone at like 13, so i guess around there. hope that helps lol

My mom was really strict. REEEEEEAAALLLLYY strict.
I couldn't wear makeup until I was 13. I wasn't allowed to dye my hair, so of course I dyed it the minute I turned 18! (And kept dyeing it a different color every time I got bored for about 4 years...) I could shop at the mall with a friend when I was 12, but then again I started babysitting at that age, too and had proved I was responsible enough.
Dating...I wasn't allowed to go on a one-on-one date with a boy until I was 16, but we always hung out in big clumps of boys and girls anyway.
I can't answer for texting, because we didn't have the technology then. (Gotta love the Zak Morris cellphones of the mid-nineties.)

I think kids are forced to grow up way too fast these days. It would be nice if we could slow them down a little bit. They have years and years to be grown ups.

Going out- going out as in what? date? with friends? by yourself? it really depends.

Speaking as a parent, when you're old enough to afford all those things, or when you can get places yourself, that's when you can start doing them. But remember, all your actions have consequences to others, your family and especially, yourself. When you're growing up, if you're thinking about doing something that your parents might not like, think if you can handle the consequences. And you know what, if you ask them first they might let you do it anyway.
