Bettas are NOT cold water fish. They come from the tropics ...Thailand to be exact.
Otherwise, Pike, Pickerel, Sunfish, Cod, Patagonian Toothfish (AKA: Chilean Sea Bass), Basking Shark.

Bettas are not coldwater fish. Other fish that can handle coldwater conditions (or at least, can summer over in the pond) are Japanese Rice fish and White Cloud Mountain Minnows.
Local minnows can be kept in an aquarium, but if you do that, remember that it is illegal almost everywhere to release them back into the wild - a closed system like an aquarium increases the risk of disease. You can either catch them yourself, or go to a bait shop and buy them (live bait, of course - minnows are considered bait fish).

If you're looking for a fish that can be kept in a tank without a heater, it will depend on your room temperature. If the water is at least mid 60s, you might try white cloud mountain minnow or guppy (yes, they CAN take it that cold!). If you're talking 70s, look at paradise fish. Well as far as pets go, there are some lesser minnows you can keep, but cold water fish that live in your typical lake aren't for pets.
