If he had £20,000 left to spend on the car that is 1/27th of the original amount which must, therefore, be £540,000.
Why 1/27th? Well he has a third portion of the whole after he buys the house and then a third portion of that third portion after he bought the boat. That is 1/9th of the original amount and then he has a third of the 1/9th left after the purchase of the Hot air balloon which is 1/27th of the original amount to buy the car @ £20,000.

y = lottery winnings
1/3[(1/3)(1/3y)] = 20,000
1y/27 = 20,000
Cross multiply
y = 540,000
He spent (540,000 x 2/3 = 360,000) on house and with 1/3 of the
(540,000 x 1/3 = 180,000) on boat and 1/3 of the
(180,000 x 1/3 = 60,000) on hot air ballon and 1/3 of the
(60,000 x 1/3) = 20,000 on a car

Let winnings be X
House :- (2/3)(X) = (6/9)(X) = (18/27)(X)
Boat:- (2/9)(X) = (6/27)(X)
Balloon:- (2/3)(1/9)X = (2/27)(X)
Spent (26/27)(X)
Remainder =(1/27)X = 20,000
X = 27 x 20,000 = 540,000
He won £540,000
