They are old pagan characters that originally didn't come neither for Christmas nor New Year. They were re-introduced by the Communists because of the general prohibition to celebrate Christmas. So, essentially, Father the Frost replaced St. Nicholas, who was always venerated as the Saint of the Church. Again, because of the general prohibition to celebrate Christmas in the Communist Russia people celebrated only the New Year and used Father the Frost character for the kids. Father the Frost usually left gifts under the tree on the New Year’s night, so kids could discover them on the morning of January 1.

They come for New Years. Russians get presents on New Year's; Russian (Old Style Orthodox) Christmas is on the 7th of January (13 days difference) and that is a purely religious holiday. New Years was instituted by the Soviets in 1934 and caught on.
