The way I recall my training in the basics of cleaning there are three components: hot water, soap lather, and friction (scrubbing). They all work to break down the oils/grease that attaches dirt and micro-organisms to a surface and to move those particles away (down the drain). One component alone is not sufficient; you need all three.

Therefore, its very likely that a bar of soap can be dirty. Give it a scrubbing under hot water... or just get more soap (probably why liquid soaps are more popular).

My soap is always dirty. That happans when you wash your hands directly with the bar. If you use a wash cloth- no
some dirt transfers over to the soap when it is in your hand.

yes microorganisms transfer from your hands to the bar of soap.best not to use bar soap if your concerned about dirty bar of soap.

YES THE SOAP BAR CAN GET DIRTY. HOWEVER IT IS ONLY THE TOP LAYER. SOAP IS SELF CLEANING...RUN THE BAR OF SOAP UNDER HOT WATER AND ITS BRAND NEW!

Sometimes people don't rinse it off when they are done.
I use liquid soap now.
I especially like the foaming kind from Method.

I have wondered this very same thing. When in doubt, my advice is to throw it out.
