Contraband is a noun, defined as follows:

Goods prohibited by law or treaty from being imported or exported.
Illegal traffic in contraband; smuggling.
Smuggled goods.
Goods that may be seized and confiscated by a belligerent if shipped to another belligerent by a neutral.

It is also an adjective, so you could feasibly say the phrase "contraband drugs".
However, people cannot be contraband drugs, nor can they be contrabanding drugs. I'm not sure what you meant by the original sentence.
Perhaps "The police caught some people who were in possession of contraband drugs"?
