The answer begins and ends with two things: what country you are in and whether or not there is a meter on the cab.

In some countries there is no bargaining. The United States is, for the most part, one of them. The prices are either set, depending on where you are, by a meter that charges a set amount per mile (plus fees), such as in New York, or by a meter that charges a set amount (plus fees), by zone, such as in Washington D.C.). The cost on the meter is what you are legally liable for, and what the cab driver will be expected to be able to produce if he/she works for a large cab company. The amount you have control over is the amount of the tip, which is expected in the U.S. and can be determined based on a variety of factors.

In situations where a meter is not present (including countries where meters are used, such as the U.K, but "dodger cabs," private vehicles with owners looking to make a few bucks, are widely prevalent, particularly in cities such as London) the price can be bargained, but DO SO FIRST, preferably before you get in the car. Set a price, agree to it, and then pay once you get there. No tip is necessary unless you desire to give one for expeptional service, though one may be expected depending upon the culture and driver.

Depends on what country you're in. If you're in the United States, there's not much bargaining. There is a set fee per mile, and sometimes a minimum fee. Taxi drivers aren't millionaires and make a lot of their wages from tips. If you're going to haggle over the regular fees, they will probably figure you're too cheap to tip them well and aren't going to bargain with you if they could.

I am the Queen of cheapskate,but I have not done bargaining with taxi drivers,when it is raining and people are having a hard time to catch a taxi.It is easy for me taxis screeching infront of me ,secret ! I lifted my skirt to show my legs, to stop a taxi,oops!!! corny !!I I know,,
