Because each of us are responsible for our own actions- no matter what circumstances surround us or are presented before us, we choose how to respond.
Of course it could be argued that Juliet's "faked death" ploy drove Romeo to end his life, but ultimately he remains responsible for reacting in the manner he did.
She too chose to end her life, no one secretly poisoned her food or stabbed her while she slept. Hence, responsibility is hers.

romeo keeps his secret about falling in love with juliet and marrying her instantly when people think he is still grieving over his old love. juliet is rebellious, not listening to her parents, and also keeps a secret of loving and marrying romeo. then, pow, they are both together forever in love by death.

Well...um...for starters...they both killed themselves. Other than that were the tensions between the two families, the spontaneous battles, and evil mutant asparagus monsters (kidding about that last part).
