alternator still making noise took belt off now i turn the power steering pulley does not turn freely like the rest of the pulleys when i stop turning it with my hand it stops Should it turn like the rest of the pulleys?

The ps pulley will not turn free because it is pumping oil. Could be the alternator is bad. When you spin the alternator by hand there should be very little if any noise. Also the water pump can be worn and causing the belt ot squeal.

No, the power steering pulley has some drag on it because is trying to push fluid. Did you replace the belt? Does it squeal when you accelerate (slippage) or while it's idling?

No it won't turn as easy as the rest of the pulleys. The steering fluid adds some resistance. Do you have AC on the car?

As the other people have answered ,No the ps pully has restance due to it being a pump trying to push p/s fluid , your tentioner may be weak and not providing enough tention to keep the belt from squeeling under a load , or the back sid of the belt may be glazed and be slipping . i would recommend replacing the belt if the tentioner is good .
