If spoken honestly, it means it doesn't matter to him/her if you do something or if you don't do something. They have no feelings for or against, they are neutral, or don't care enough either way to make a difference to him/her. However, sometimes it is spoken only as a "false front". Then it could mean that he/she would rather you didn't, or did, as the case may be, but is too shy, or too embarrassed, or doesn't want to appear contrary, to say how they really feel. In this case, the body language would speak louder than the words.

"That", is a person or thing/object which somebody is either pointing out or referring to. For example:- That is a blue skirt. (The speaker would be pointing to the skirt). or - That was a boring class. (The speaker is referring to a thing- the class).
