Ok, to make your eyes pop out try Brown eyeliner and a little bit of PURPLE eyesadow but only in the crease of your eyelid. Also always wear dark brown or black mascara those colors make blue and grey eyes really appear colorful. Try some rosey blush.
Try shades of lipstick towards purple-plum colors. With some shimmery lipgloss.
Find a foundation shade that matches your shade, don't try to get one that is darker. If you want to appear darker, buy some bronzing powder, but remember to blend it well and go down to your neck and shoulders.
One other tip, go to your local Macy's or Carson's go to the make up counter and try on all the shades before you buy them.

Light colors for shadows and blush. Blush should be a cross between a tan and rose color. Stay away from pink pinks because if you get them on to dark you will look like a clown. Make your eyes pop with a dark shade of liner and mascara and your lipstick (if you wear it) a medium dark color. To dark of a lipstick will make you look Gothic and to pink or red and you'll look grandma-ish (sorry no offense to the older generation). If you choose to make your eyes more dramatic with a little darker colors then tone down your lipstick so that you don't get a really painted up look. Add a few highlights to your hair, it will brighten up your face immensely.

Don't wear 'too much make-up' EVER ... and choose an 'eye-shadow that is 'natural' for daytime, and something a bit darker and more 'stand-out' for evening if you are 'going out' ... and wear a lipstick color that makes you look 'healthy' ... unless you're a 'goth' type or 'punk' in which case whatever you do that you think 'looks good' will work. I'm pale and have red-brown hair and 'chameleon eyes' (yes, they actually change color, according to the color I wear) and have always worn purple (light) for evening and 'brownish purple' in the daytime ... with fairly 'nude' or 'earth color' lipstick ... but you have to 'experiment' with your eye and hair color and decide what you think 'looks best' on you ... it all 'washes off' and you don't have to 'go out in it' until you think you look really good ... or the person you love most says you look really good ...

I have the same type of colouring as you and I usually use a light foundation (the lightest one available!) and use bronzer to add a bit of colour. Colours to use on your eyes are a personal choice, but I usually use neutral brown/beige tones during the day and create a smokey eye by blending silver and black eyeshadow during the night. It's all your own choice of course, the best thing to do is experiment on yourself, just sit down in front of the mirror and find out what works for you!

use lots of pastel colors. light pinks and lavenders, creme shades, even mix in a little gold.
