This is meant to be in regards to a car that is a few years old, not a brand new one.

It's normal. Every vehicle I've ever had was that way. When I rolled up both windows at once the drivers side would always win the race. It might just be because the drivers windows gets used a lot more so it's a little looser, or the wires to the drivers door are shorter, so there's not as much voltage drop and that motor gets a little more power.

Sounds like the motor or the window regulator on that window is going out. I have seen similar things happen on cars where the window motor had been replaced.

No...not usually. Unless they have auto up/down on one side and not the other. If your passenger side is moving slowly...it could be a hint that your window regulator is slowly dying out!...Until the window doesn't actually move anymore, though, I wouldnt have it replaced!

The window tracks could be causing a bind on the window.. I would try some silicone lubricant on the inside of the tracks...Good Luck...
