Swithching cell phone plans has nothing to do with reception. What would be affected if anything if you change phones. Normally, bad reception is due to extranious factors, e.g., bad weather, distance, or electrical interferance, but rarely the cell phone.

No it shouldn't. Hell he/she talks about interferance, my house interferes with the receptoin of my cell phone. I can walk outside and have a full complete signal. I step into the house and BOOM it's gone or I just have a couple of bars. But to answer your question,,,,no, it doesn't.
