It depends on where you're at.

California use to have all cell calls go to the Highway Patrol, that is not alway the case anymore. Many of their calls now go to the 911 center for the area the caller is in.

In most cases 911 calls placed from cell phones will go to the nearest 911 center for the area a person is calling from.
