i use this phrase when talking to my children when they are being cheeky. for example if she pulls a face at me then she is a being little madam.

Little Madam means someone who thinks she is special, someone who wants others to treat her like she is a queen.
I often use those two words speaking to my friends children, i would say to her little girl "Hello, little Madam, or Madamoiselle", how are you today. Nothing insulting or nasty about it.:))

Or some people see it as calling a female delicate, some females find it offensive while others don't.
