The little boy is going fishing with his dad. The little girl comes and wants to go fishing with them. The dad thinks its alright but the little boy cant have it. He thinks he will be embarassed if he is seen fishing with a little girl and begs his dad to take any of his friends but dont take her. The dad explains to his son that even though you are young now and you think girls are yucky. One day when you grow up you wont think that way and you will want to take her along.

Johnny is asking his dad to not take the girl fishing with them. He tells his dad to take any boy in the world, just not that girl. The rest of the song tells how Johnny doesn't want a theif to take the girl hostage, he doesn't want her to die after giving birth to thier chid, etc. The first verse, the one you are asking about, is basically telling of how little boys thing little girls have cooties.

When Johnny was only 8, he didn't have an interest in girls. He wanted to bring one of his guy buddies along with him. But his dad said they had to bring the girl with them, and some day he would like girls and see why they had to take her along. And it's true, later he does get with that girl and see how special she is.
