Nobody has full control of themselves. It's impossible. We can't control how our cells reproduce, we can't control our reproductive system, we can't control the pimples we have, the hairs we have, our skin color, etc.
Now, mentally, I doubt that too... There are human instincts in us all. Some people refuse to admit them because of the dark nature of it, but still, it's pretty damn hard to overcome what has been programmed in us... It's like a computer trying to overcome what it was programmed to do.
Nobody is perfect. One cannot do anything fully-- least I think so. It's just impossible...
However, I do think there are a few people who are great at controlling themselves. It's scary in a way because they're almost like a robot.
Ugh... Sorry about it being scattered.
I read your question wrong... Haha... And no, I don't have full control of myself. I like giving up control to my mind sometimes. It's fun.

I have full control of the things I can have full control over.
Taxes...death....a cheating spouse...how much I pay for gas...etc....I have no control over.

And saying I don't because of my mental illness might sound like an excuse to some.. but it is the darn truth.. when it kicks into high or really low gear, I do things I NEVER would do when I am in a stable frame of mind.
ie: break every dish I own, give away a good portion of my furniture, give away valuable collectibles to complete strangers, try and off myself because I am angry over something extremely STUPID....
