i alredy went to the cops but they said contact the fbi

The cops probably told you to go to the FBI if this breeder is out of state, thus making it an issue of interstate commerce, which comes under the jurisdiction of the FBI. The other comment is right, make sure you have a record of the incident being reported and contact the FBI as soon as possible. Below is a link for a directory for local FBI field offices. Your first call should be to local law enforcement, either the
police, or if you live in a rural area the sherriff's office. If the local police dont do anything, then your next call should be to the local DA to make them aware of the situation.
The FBI has no jurisdiction here,unless of course the crime crossed over state lines, in which case it is a federal issue under the Dormant Commerce Clause.

The FBI? I don't think the FBI cares about your $426.00, I would go to the police station and file a report. Then file in small claims court for the amount you gave her. You can also go to the BBB and if she is a registerd breeder the American kennel club.

contact the FBI... make sure the police has a recored of ur incident being reported.
