Many ppl but turtles under the impression that it is a easy pet to care for and they can be under the perfect conditions...
1. Turtles have to have BOTH a UV light and a heat lamp
2. Clean clear water
3. Dry land (rock) to rest own
I would go to your nearest pet shop and ask for supplements for you pet. I would also suggest taking it to a vet, for the vet can offer more care then the pet shop including meds, it obviously needs.

yeah a uva/uvb light is a must...and calcium is a big part of shell health.....also if you dont have a REALLY good filter...then you still need to change the water daily....you can buy calcium drops for the water and a uva/uvb light at the store.....also you need to find a vet that treats reptiles in your area and get him there SOON. because even if you change all these things....who knows if hes to far along or if he has an infection or not....

Make sure that his water is clean and his habitat is at the right temperature. Shell softening can be caused by a lack of calcium.
And, I can't stress this enough, take him to a vet for treatment!
