You did not mention you time of arrival.
They still have the Free Half Day tour of Taipei city for transit travellers, I just called the TTIA and checked. Please refer to the following site for more information. It's pretty good if you are eligible. There is also a list of Countries eligible for visa-exempt entry to facilitate your short visit. Hopefully you can qualify.

Flight to flight,huh111 , you will have about 7 hours, another 2 hrs for travel which will give you 5 hrs clear. If your arival is in the late afternoon or evening then Ximenting and Shihlin NM are place you can visit as it is crowded, lots of food , inexpensive shopping and you get to feel Taipei.
Airport bus to Tipei main station: One stop away , Blue Line : Ximen MRT stop, Exit 6: and you are in Ximenting. (X pronunced as She)
The Shihlin Night Market is at the Jiantan MRT Stop -Red Line. Exit on the left and follow the crowd. It is best to go here after 6pm.
Return to Taipei Train Station by MRT, And Outside on your right is the Bus terminus that will bring you back to the Airport.

Must sees: Taipei 101 (currently the tallest building in the world), National Palace Museum (has the most Chinese artifacts in the world), the Presidential Office (tours some mornings), Yangminshan National Park, Martyr's Shrine. Taipei is a vibrant (and underrated) city.

Absolutely!!! Take any of the many airport busses running between the airport and Taipei. The cost is 135NT ($4.20) or less, and takes about 45 minutes. If nothing else, see Taipei 101, the world's tallest building. Sorry there's just too much to describe...

Worth it. But does the airport offer visa for just 10 hours?
Anyways, if you do go, travel off peak hours in and out of airport each way takes 45-60 minutes into the city.
1st hour - into city
2nd hour - CKS Memorial Park
3rd hour - Enjoy Chinese Tea inside
National Theatre Hall (inside CKS Memorial)
4th Hour - Taipei 101 - top level for view and later shopping
5th Hour - City Hall (Nearby)
6th Hour - Eslite Bookstore (5 or 6
Stories of Chinese and English Books)
7th Hour - Refreshment at food court try local Chinese food
8th Hour - Take MRT to XingMen Ting for Youth Hangout
or to Quan-Huang Market for Electronic goods
9th Hour - Still shopping
10th Hour - Back to Airport
Actually that all you have time for. Unless a local takes you around.

you must see Taipei 101, the tallest building on the world.
or course, taipei is the crowdest city in taiwan.
it will also be cool if you can go to the night martket, there's some famous night martket in taiepi!!
& a big-crowd street called shi-man-ting (however you spell it), yeahh, there's alot of fashion things and many kinds of food thats famous in taiwan!
