normally when the vent is blocked the fuel wont come out of the tank freely as the fuel comes out the air replaces the volume of fuel taken out so if you get lack of fuel coming out of the tank to the engine the car will be sluggish and under powered at the least or at the worst no fuel will get thru so engine wont start at all

it would cause a vacuum in the tank and prevent fuel flow to the engine.
Removal of the filler cap will establish if this is the problem.
Removal will be difficult and the sudden rush of air into the tank will be audible.
If the engine runs with the fuel cap removed it will establish a blockage in the vent.Or both vents in some cases.

Has happened to me when I owned a Mini. A vacuum is created within the fuel tank which starves the fuel delivery system, thereby causing the engine to stop.

Good possibility the tank might collapse as the fuel is pumped out to the engine

It realy wont do much for a while, but if you leave it unatended you will be purchasing a new fuel pump! just take down your fuel tank and fix that problem shouldnt take no more then 6 hrs!
