There's probably no defying of gravity going on. We have a place like that in California called the Mystery Spot. At the Mystery Spot, it's an odd optical illusion, helped along by having buildings built at an odd angle to the ground.

Not if you fly a foot-launched aircraft such as a hang glider. Oh, wait, they only work with gravity, never mind. Not to worry, defying gravity is only a misdemeanor. You jump off a cliff, chances are pretty good you'll miss the meaner pointy rocks at the bottom before you make your big splash.

There are many such spots around the world. They are all optical illusions. The road looks as though it is going uphill but in fact it slopes downhill.
