You can do this in Windows Paint... or ANY photo editing program. File > Save As, select PNG, done.

As far as Photo Editing Programs (that are free):

Paint.NET, http://getpaint.net/
PhotoPlus, http://www.freeserifsoftware.com/
GimpShop, http://www.gimpshop.net/
Irfanview, http://www.irfanview.com/

You don't really need those to do this but all of them beat the crap out of Windows Paint.

Let me add my vote to irfanview as well and also add www.xnview.com. Free, converts to/from many formats, has a fine tabbed viewer.
