There may be a drive letter interfering with the old external.
This assumes you can hear the Ba-Bing when you plug in the USB drive, but does not drive appear in Explorer:

In windows explorer:
1) right click My Computer, select Manage
2) click Disk Management
3) scroll down on the bottom right window until you can see your external hard drive.
4) right click on it, and click Change Drive letter...
5) click Change,
6) pick a new letter.
7) then a bunch of OK's...

and voila!!
If you need more help, let me know!

Most likely it is NTFS partition - NTFS partitions won't work under win 98, ME. You need to partition the external drive with a fat32 partition in order for it to work under win 98, ME. FAT32 will work on xp,win2000 without any problems. If the computer you are trying to use the drive on is not win98 or ME you may not have USB 2.0 on the computer and It might be usb2.0 external drive. This is just a guess since you didn't reallly say what the suspect computer has for OS, resources, etc. If the non-working computer is win98/ME you may need to copy all of the items from the external drive to a working win XP/2000 computer and use computer management (start-settings-control panel-administrative tools-computer management) to re-partition the drive. After re-partitioning the drive FAT32 copy the data back to the drive and try again on the comp that isn't working. If USB2.0 is the problem you will need to get a USB 2.0 pci card for the older computer.
