Might depend on the state, but here in CA you can work in most jobs like Wal-Mart or Target at 15 and 1/2 with a work permit.
After you turn 16 you don't need it. I thnk 16 would be the norm.

Working minors is a state labor law issue, and all states differ.
Call your local store and ask.
