If we are talking about a desktop application (console or GUI) you need to take the exe and associated resources files (DLLs or what have you), and the best option would be to zip them up (http://www.winzip.com/ or if you have XP, simply right-click on the select files and choose "Send to > Compressed Folder")

If it's a c# web application, you need a Windows host that supports .NET and you will need to upload your files to the wwwroot of the host.
