If a person is imprisoned for molesting a child, aren't they required to register with the county/city upon release?

If I know of someone who shoudl be registered, but isn't - is there anything I can do?

I know some states have more lenient laws. I read that Minnesota, for instance does not have public notificaton for Level 1 and Level 2 offenders. They only notify the public if a Level 3 offender moves or works in their area. I think Level 1 and Level 2 move ins trigger notification to schools and daycares, but not to public individuals.
