I have this problem too!
There are certain stores where you can choose the size and the inseam (length). You choose the size that fits you (waist and thigh-wise) and then pick the inseam that is right for your height. They will fit anyone.
One store that has this system is Delias (if you don't have one near you, they have a great website delias.com), and I get all my jeans from there :)

If you are purchasing the jeans in the kids department, try the young teen section. If the thighs are too loose, try the odd sizes like 1,3,7. A size 1 is actually a kids 12 slim with longer legs. A 3 is a 14 slim with longer legs, etc.
This should work for you.

shes going through an awkward age, nothng is going to fit her right. she can try buying a better jean, like true religion but that will run you 150 prolly, and she wont fit into them in a few months. try a jean with more stretch so it will give her more wiggle room.

My boyfriend had a similar difficulty, purely with smaller sizes and he had to placed on womens jeans :/ you should attempt that if he gained't get too embarrased, even with the very shown actuality that I dont imagine which will grant you with the outcomes you want as a results of scale of his 'crotch bump',

i have the worst time finding jeans, it seems like you look at them on the hanger and they look cute then you put them on and WHOA.... the only brand that i have found that does me justice is Hydralics. other then that, make sure that the flare is equal to the widest point of the thigh. and check the amount of spandex, you want it to be less then 30% or else you get the painted on look.

maybe go into the slim section of the same size...i think the thighs and the waists are smaller but everything else is the same.
or you can make your own.

im 14 now, and 11 && 12 were impossible ages to get jeans to fit.
Go into Gap && Oldnavy and get slims there.

Take them to a seamstress and have the thighs taken in a little. Once you see how she does it, you can alter them yourself after that.

find a tailor. or if you know how to sew-than go to a friendly sewing shop and ask if they have instruction books or information on that.
