....starts talking nonsense, eg using vulgar language and basically offending others....is there some way of tracking them down and banning them permanently from the chatroom, especially when their behavior becomes continuous?

Personally Tracking them down would be very difficult cause the chat messages goes via the Yahoo server. So all the others say just report the guy's ID to yahoo support. They will take care of the rest. And also try to send them a screen shot of the conversation. That might all help alot.

There's terrorist and molesters out there. No one has the time or resources to run a trace on rudeness. "Hello 911, I'm being offended, come quickly!" Get real, unless they are making threats big deal. Say you do 'ban' them, what's to keep them from just creating a new ID. Just ignore them and do something else. Life is to short to get upset about some idiot. There is an "x" in the top right corner of your screen. Click it and they will vanish. It works very well.

Most chat rooms have an administrator logged on at all time and there should be a help section on the main page of the site telling you how to report abuse and bad behaviour.

Nope - you have to report them and then nothing remotely happens. I suggest staying out of chatrooms. They are no good and are permanent holes for assholes to permiate!
