Can the school district deny a white child admission to a magnet school, because the vacancies at the school had been reserved for minority children only?

Yes, they can. Magnet shools are funded by mandated state school integration funding. They have race quotas. Because we lived in an area that was primarily minority, my son had no problem getting in (we are white). On the other hand, if the school has vacancies due to too few minority applicants, a white child would be eligible to take the vacant seat.

Not sure that would be legal, unless perhaps this is a private magnet school and not affiliated with the local pulblic school district. That would be "reverse discrimination" and you would be well within your legal rights to file a complaint.
