I have to spend my birthday at this retreat where my mom's work goes in the spring.
They'll give me cake at this outdoor dinner, and I want something cute to wear. It shouldn't be like bright pink or skimpy or anything though, because it's going to be around all adults + my parents...

Forvever 21 has a wide variety of very reasonably priced dresses. They have alot of cute stuff, try their website or go to the store if you have one near you.
