Apparently Dodger fans aren't very dedicated so they should probably have to pay more just for insulting there team.

Real Dodgers fans are there for the whole game. There's no reason why they shouldn't have to pay full price for a ticket, if they don't want to watch the whole game that's to bad.

Because they're paying to see the whole game, like everyone else.
If they don't want all of it, they still gotta pay for the whole thing. It's like eating out; you don't just pay for what you ate, you pay for what you ordered. Just because the chef's out with temporary ailment #3 and you eat what the cooks brew doesn't change the fact that you went and ate volunarily.

Further, when someone choses to arrive and choses to leave is up to them. They don't by the hour, they pay for the opportunity to see the whole game.

You're right but the reason is not that they do not enjoy baseball but because it takes about 3 hours to get out of the parking lot.
