Java would be your best bet...although Ruby is gaining its ground, but the language is still has a lot of holes since its a rather new one. With Java, you can use either oracle or sql, so give java a try. My company is actually using java for their web application. Good luck

XHTML. It is the most correct and eXpandable language out there, and is REQUIRED for XML and XSLT, etc.
So it really is the best, depending on what you need.
It could also be JavaScript, if you need to get information from your users or need to redirect them somewhere, or even if you just want to switch images when they rollover!
Or possibly Actionscript, if you're making a game in Flash.
Or even PHP, if you're programming a forum or some other such thing.

Html and XML because when u go to webpage they website might be using a notepad(bad 1's). But if u go to Microsoft.com and etc u see go stuff and the layout is great. This was design in >net Framework or web develope(microsft products). U can use html in .nET and great cool webpages.
