If it's "agitated" then I'd have to say that Ronaldus Maximus (Ronald Reagan) was the one who did the most agitating.

P.S. "Agitated" isn't necessarily a bad thing when it comes to foreign policy. They FEARED him and I'll betcha it kept Gorbachev from pushing HIS red button. Plus It may not have happened DURING his term, but he did end up bringing down the iron curtain.

I want to go with George W Bush. He obviously doesn't learn from history. I also think it is amazing how he seems to "love war" but has never fought in one himself.

william jefferson clinton..worst foriegn policy since james monroe and brought character into the white house to a new low. basically turned the office of the presidency into a laughing stock with the rest of the world.
