If it has only been on a day or so, try Goo Gone in the spray bottle. With a little encouragement (light rubbing) it will dissolve it and you can wipe it right off.
If more than two days or in some areas more than a day, then you will have to try something like Goof Off. Be wary and try it on a scrap piece of wall paper if you have one, or at lease in a hidden area to see what this type of chemical will do to it.

You won't actually be able to remove the paint without removing the wallpaper. Removing the wallpaper with paint on could make the job a bit tougher. In order to remove wallpaper you need to put cuts in the paper to allow wallpaper remover liquid to loosen the bond from the wall. There are serveral types of tools to do this.Experiment with one section of the room to see how much bond there is.

goof off is your best bet. try brushing it on with an old tooth brush, let it sit for a bit, then brush. don't scrub too hard, let goof off do the work, or you could work through the paper. good luck.

mix paint thinner & water (so the paint thinner dosen't eat through the wall) also, make sure to ventilate well...the stuf is dangerous!
