I feel the most common cause of a slow startup is startup applications. You can stop some of them from starting. Be careful since many of them are required for windows to run. Follow the path below to stop services.

Start>Run>Msconfig. Now click on startup. Uncheck anything you don't need to start up. If you do not know what it is do a google search for it.

If you run your pc through the test at http://www.pcpitstop.com/ it will tell you what programs are not necessary and provide suggestions to improve your computer.

What you can do is firstly turn off RAM checking in the BIOS. This means that it will not have to do a RAM count every time the PC is started. From there on the desktop disable the XP view and change it back to classic view in the control panel. On some PC's this speeds up the PC considerably. Remove all un-needed software from the PC and remove as many things as possible from running when the PC starts. Hope it helps.
