Well, lets consider the following factors.
If the werewolf can take over other people's bodies by just biting them and Michael Myers is him and is immortal, its a throw up between them both. Steele I couldn't see winning because hes a dog and Scar could probably rip him up. Shego could easily be taken out by the werewolf or Michael Myers and its not like Jenny or stewie would do that well, they may have all sorts of gadgets but they're midgets.
