You can't. The FLA file is only available to the maker, and they have the option to distribute. If you could get the FLA file then you'd be able to mess with others work and plagarise and stuff.
The SWF file is only the compiled project.

If you want to work on an SWF file in flash, sometimes the original developer will have a source file still on the site. However, it is impossible to open and edit a SWF file in flash because flash is regarded as a secure format, so people can't steal the developer's work. If you really want to see the source file, email the developer and ask them. Sometimes, they are really nice people!

if u need to modify the current swf file then you have to find a decompiler for it but when it decompiles wont be as perfect as the original one. Just type in, convert from swf to fla software in goggle or yahoo search. There are a few of them.
But if there is no need to modify the current swf and u can simply just import to library - File -> import to library
U can simply drag and drop in the new frame from the library and it works.

You would have to have the "source files" which only the creator of the content has, sorry.

look through those, see if you can find a free one. Thought decompiling will not necessarily be perfect.
