Actually, "poisonous" is not the correct term; "venomous" is. Something that is "poisonous" can cause death without question, while something that is "venomous" can inflict serious injury which may include death, but is not 100% fatal.
But to answer your question, in terms of the intensity of venom, the Brown Recluse is more venomous. The bite of either spider is extremely painful, but the Widow's venom doesn't cause the massive tissue damage that the Recluse venom does.

The mortality rate from black widow bites is from
2-5%, that of brown recluse bites is effectively
zero. The brown recluse has received a great
deal of exaggerated publicity, which makes people
think it is much more dangerous than it really is.
The two spiders have different kinds of venom, the
black widow's is a neurotoxin, the brown recluse's
is proteolytic. Symptoms of black widow bite
abate after a few days, the brown recluse bite
may produce a lesion of significant size, which is
slow to heal. It is hard to find out whether anyone
has ever died from brown recluse bite, reports are
usually wrong or without enough information.

A lot of people are saying its the recluse but more people are killed by widow bites, its just that the recluse tends to do more damage - the blackwidow injects a nerve toxin that can stop your heart - what the recluse does is worse - its venom causes cellular necrosis - basically your flesh rots, dies and may have to be removed in large part to keep the surrounding tissue healthy.
Its not something you can humanely measure though they've done lots of tests with both kinds of venom.

They're equally dangerous. The Brown Recluse doesn't hurt much when bitten by, but after a few days starts to leave a nasty scar, where the black widow is painful immediately. Both bites will result in a trip to the ER.
