try Craigslist... buy a used laptop from a local seller so you can give it a test-run and you can look them in the eyes to ask them if the notebook has been well-treated, etc.
Computers have been so good for 2 years... you don't need a new one any longer, unless you are a heavy-duty graphics, science or business user... in that case you will need to spend at least $2000.
Otherwise, wait for the iPhone and get a mini bluetooth keyboard - it supposedly has a fully functional OS X and the necessary programs. Any programs that aren't available on iPhone are/will be available on the web through Google Apps or some other site!
If your choice is between a clunky (used?) laptop with limited battery life, or a sleek iPhone with mobile phone, iPod and computer functionality all built into one device for under $600, is there any doubt what the best deal is?

Go to www.pricewatch.com. They are highly reccomended on the high tech channel, and I have personally purchased a computer from them.
They have incredibly cheap prices because they are eliminating the middle man.
You can look up computers by price, by manufacturer, or by components.
I chose mine by the size hard drive I wanted, and then went from there. There are toll free numbers on the site to all vendors, and you are able to call them personally, and if you want something extra besides what is advertised, they will do that for you, and give you a quote on the price. Quite a few of them have free shipping.
You should be able to find a good deal for your $400.00.
Good luck to you.
